Get WinBoost [shareware] from http://www.magellass.com/prod-wb.html and enable the tweak on Do not allow changing the Screen Saver.
Or if you want, go to \Windows\ then delete every Screen Saver [*.scr] found in there except for your screen saver, however, this would be over-ridden if there are Screen Savers installed in the Program Files.
